Many organizations hear “continuity planning” and immediately think about technology.

Servers. Backups. Cybersecurity. Cloud storage. Phones. Email. Data recovery. Network access.

Those things matter.

A technology failure can stop operations quickly. A cyber incident can interrupt services, damage trust, and consume leadership attention. A failed system can prevent employees from accessing the information they need to do their jobs.

But continuity planning is not just an IT problem.

It is an organizational problem.

Technology is one piece of the larger question: how does the organization continue performing its most important work when normal conditions are disrupted?

That question reaches far beyond the server room.

It includes people, facilities, leadership, vendors, communications, supplies, transportation, public expectations, legal responsibilities, finance, records, decision-making, and the ability to deliver essential services under stress.

If continuity planning is assigned only to IT, the organization may recover its data and still be unable to operate.

Why Continuity Planning Matters

Most disruptions are not clean.

A storm does not only affect a building. It may affect roads, employees’ homes, childcare, utilities, fuel, vendors, public services, and communications.

Continuity planning should answer who has authority when normal leadership is unavailable.

If the primary decision-maker cannot be reached, who can approve closure, spending, relocation, emergency staffing, public messaging, vendor actions, or continuity activation?

A Practical Continuity Planning Framework

Continuity planning can become complex, but the starting point is simple.

An organization needs to understand what must continue, what those functions depend on, what could interrupt them, and how they will be sustained or restored.

1. Identify mission-essential functions

Mission-essential functions are the activities that must continue or be restored quickly for the organization to meet its most important responsibilities.

For a local government, this may include public safety coordination, water and sewer operations, payroll, public information, emergency permitting, finance, and leadership functions.

For a healthcare organization, it may include patient care, medication access, staffing, medical records, utilities, supplies, and communication with patients and partners.

For a school, it may include student safety, reunification, food service, transportation coordination, communications, and continuity of instruction.

For a small business, it may include customer service, order fulfillment, billing, inventory, employee communication, vendor coordination, and access to critical records.

The key is to be honest.

Some functions are important but can wait. Others cannot.

2. Define acceptable downtime

Once essential functions are identified, the next question is time.

How long can each function be interrupted before consequences become serious?

Some functions may need to continue immediately. Others may need to resume within 24 hours, 72 hours, one week, or longer.

This helps leadership set priorities.

A function with a short acceptable downtime may need backup staffing, alternate systems, manual procedures, redundant vendors, or pre-planned relocation options.

A function with longer tolerance may not require the same level of investment.

Continuity planning is partly about matching effort to consequence.

3. Identify dependencies

Every essential function depends on something.

People. Systems. Facilities. Records. Vendors. Vehicles. Equipment. Utilities. Internet. Phones. Fuel. Supplies. Permissions. Leadership decisions.

Those dependencies need to be visible.

If payroll depends on one employee, one software platform, one approval chain, and one internet connection, the continuity risk is not just “payroll.” It is the fragile set of dependencies underneath payroll.

The same is true for public information, patient care, inspections, billing, dispatch, maintenance, purchasing, and service delivery.

The function is what people see.

The dependencies are what make it work.

4. Build realistic workarounds

A continuity plan should include practical alternatives.

Can the function be performed manually for a short time?
Can staff work from another location?
Can another employee perform the task?
Can a vendor provide temporary support?
Can a paper process be used?
Can services be reduced but not stopped?
Can leadership approve emergency changes?
Can communications shift to another platform?

Workarounds do not have to be perfect. They have to be understood before the disruption.

The middle of an incident is a bad time to invent a manual process no one has practiced.

5. Connect continuity to emergency operations

Continuity planning should not sit in a separate universe from emergency management.

During many incidents, response and continuity happen at the same time.

A facility may be dealing with life safety issues while also deciding how to maintain essential services. A local government may be coordinating public response while also trying to keep internal operations functioning. A business may be protecting employees while also communicating with customers and vendors.

The emergency operations plan should identify when continuity actions begin, who makes those decisions, and how continuity priorities are coordinated with incident response.

Continuity is not what happens after the emergency.

It is often part of the emergency.

6. Test the plan

A continuity plan that has not been tested is still a set of assumptions.

Testing does not have to be complicated.

Pick one essential function and ask what happens if it is interrupted on a Monday morning.

Who notices first?
Who is notified?
What system, person, or facility is affected?
How long can the function be down?
What workaround exists?
Who approves the workaround?
How are employees or customers informed?
What gets documented?

A simple tabletop discussion can reveal whether the plan is realistic.

It can also identify gaps that are easy to fix before they become expensive.

IT has an important role, but IT cannot decide which services are essential, how long operations can pause, who has authority, what the public needs to know, which vendors matter most, or how departments should operate when staffing is limited.

An organization exists to provide services, protect people, meet obligations, deliver value, and support the community it serves. During disruption, that mission may need to continue under difficult and imperfect conditions.

That requires more than backups.

It requires clear priorities, realistic assumptions, trained people, leadership authority, communication methods, alternate processes, and a shared understanding of what matters most.

Technology matters.

But continuity is bigger than technology.

A resilient organization knows what must keep working, what those functions depend on, and how to keep moving when normal operations are no longer available.
